Background of the Study

Intergovernmental relations play a crucial role in the execution of healthcare policies by determining how responsibilities and resources are shared among federal, state, and local governments. Effective collaboration among these levels of government ensures better healthcare delivery, improved funding allocation, and efficient implementation of health policies. However, poor coordination, political conflicts, and bureaucratic inefficiencies can hinder policy execution, leading to disparities in healthcare access and service delivery.

In Nigeria, healthcare governance operates under a multi-tier system where federal, state, and local governments share responsibilities. In Taraba State, the execution of healthcare policies faces challenges such as inconsistent funding, overlapping roles, and a lack of synergy among government entities. Understanding the effect of intergovernmental relations on policy execution is vital in addressing these challenges and ensuring a more effective healthcare system.

Statement of the Problem

Despite numerous healthcare policies aimed at improving health services in Taraba State, poor intergovernmental coordination has led to gaps in execution. The absence of clear role definitions, funding inconsistencies, and political interference negatively impact healthcare policy implementation.

Existing studies have explored healthcare policy execution in Nigeria, but little research has focused on the role of intergovernmental relations in shaping healthcare policy outcomes in Taraba State. This study will investigate how the relationship between different government tiers affects healthcare policy execution and identify strategies for improving coordination.

Objectives of the Study

  1. To examine the influence of intergovernmental relations on healthcare policy execution in Taraba State.

  2. To identify challenges associated with intergovernmental collaboration in healthcare policy implementation.

  3. To recommend strategies for improving intergovernmental relations in healthcare policy execution.

Research Questions

  1. How do intergovernmental relations affect healthcare policy execution in Taraba State?

  2. What challenges hinder effective intergovernmental collaboration in healthcare policy implementation?

  3. What strategies can enhance intergovernmental relations in healthcare governance?

Research Hypotheses

  1. Strong intergovernmental relations positively impact healthcare policy execution.

  2. Poor coordination among government tiers hinders effective healthcare policy implementation.

  3. Improved intergovernmental collaboration will enhance healthcare policy execution in Taraba State.

Scope and Limitations of the Study

This study will focus on healthcare policy execution in Taraba State, with particular attention to how different government tiers collaborate. Limitations may include access to government reports and reluctance from policymakers to discuss intergovernmental challenges.

Definitions of Terms

  • Intergovernmental Relations: The interactions between different levels of government in policy formulation and implementation.

  • Healthcare Policy Execution: The implementation of government policies aimed at improving healthcare services.

  • Bureaucratic Inefficiencies: Administrative delays and procedural obstacles that hinder effective governance.
